No, it would not have. The mass of that moving ship far exceeds the strength of the ship’s superstructure. The result would have been a huge chunk of the deck being ripped off unless the anchor chain failed first, which is also a district possibility.
Nothing stops an object with that much mass immediately. It’s not physically possible.

The Dali container ship “lost propulsion” as it left the port and the crew on board had warned Maryland officials of a possible crash, according to ABC News, which cites an unclassified US intelligence report.
