ISIS hates Russia. Russia, through their support of Syria did a lot to destroy their start up Caliphate in Iraq and Syria.
ISIS is obviously capable of doing something this morally reprehensible. They have done as bad many times.
Ukraine hates Russia and is actively at war with them.
Ukraine has done wretched things, but it has (moatly) been under the guise of military actions. They have occassuinally resorted to terrorism, like the car bombing of Dugan and the truck bombing of the bridge to Crimea, which may have employed an unwitting driver.
I rate it close to a toss up, but will say it just feels more ISIS than Ukraine.
There is no real downside for ISIS to this attack. Jihadis will appreciate it.
There is an immense downside for Ukraine if they are proven to have done this. For this reason, again they are less likely to be the culprits.
This is my estimation. More likely it is ISIS.

I know that’s the knock against torture testimony in US courts.

Maybe don’t rely on “did you guys do it?” but what about “who drove the truck, where did you buy the explosives, who paid for the operation” and the rest. That can be verified and can save lives by tracking down the future incident plotters.
