This whole thing spiraled out of control when they stopped busting users for simple posession 50 years ago. It has probably gone past the point where any ordinarly methods can fix it.

Option 1 is to make abslutely everything legal with the proviso that if you ever test positive for anything that you are barred for life from any sort of public assistance or any publicly funded job. No narcan. No rehab. Let Darwin do the job.

Option 2 would be to bust users and put them in rehab and bust dealers and put them in graves.

Of course random drug testing for all elected and appointed persons would be of great use. Fail the test and you are out of office and barred from ever holding any public office again.

Yeah, I know, fat chance.

I like the Singapore option - they have no such problems.
