Ukrainians using drones to take out refineries is an act of war which is okay since Ukraine is at war with Russia, however Ukraine killing civilians should be considered a terrorist act even to those who consider them freedom fighters.
Ukraine was not responsible for the attack. The Islamic State was, claimed it, and proved the claim with videos from the attackers.
