I am getting the feeling that Joe Biden is exactly what he is. Two personalities in one body. He is not using drugs for treating his physical limitations. He is having drugs on him used to trigger an alternate person. One that is mentally damaged and a bit timid, then the alter who is an asshole with power in his eyes.
In this manner, he can avoid blame for his foibles and conniving, yet come out and powerfully make a speech that Mussolini would be proud of.
