Zelensky declared martial law on February 24, 2022. The Ukrainian Parliament approved it. It has to be renewed every 90 days. The fact that Zelensky continually renews martial law means he is the one that is refusing to let elections take place. And all the time martial law is in place, the rights and freedoms of Ukrainian citizens are limited. For example, no work holidays are honored, and all holidays are now work days. Zelensky is the one who could end this, but I'm assuming he'd need the approval of Parliament for that.

I think an all out invasion of a third of their territory with an attempt at the capital justifies martial law. If that doesn’t, then what does?
