There was no deal. There were some agreements on broad topics but the Russians were demanding that the Ukrainians limit the size of their armed forces to 85,000 men. This was something that the Ukrainians were never going to agree to. Despite the claims made by the pro-Russian side, Boris Johnson did not scuttle a deal because there was no deal.
