Exactly true (!), sort of a dark joke or game
Sorta like inventing a disease like a flu, that isn't truly deadly through gain of function research,
and then develop an antidote to that flu with a shot that dramatically raises the lethality or fatality rate.
Research does create some dark games, that's why the administration has DARPA to go where other minds won't go.
