Doing a search of events around that date (2/28/2023), I think this was a large outdoor event for the end of Black History Month, possibly a farewell dinner/barbeque.

The White House visitor logs for that event shows 446 people attended. James Clyburn was also on the list, as was Yamiche Alcindor (NPR), and Benjamin Crump.

Thanks for the info! Now weaving that it says VPR as location and hearing the testimony, we can at least question if that means there was a car ride with Harris and Willis together where the “actual business” was done hiding in plain sight.
