HB4198 provides that each election authority may decide to mail a LIVE vote by mail ballot to all qualified voters instead of sending notices and applications for permanent vote by mail status.

A person who has never voted before may not be sent a vote by mail ballot until that person has provided the election authority with sufficient proof of identity and the election authority has verified the person's proof of identity. Presumably, some Election authorities may decide to continue running elections the way they have been doing. Thus, resulting in unequal treatment based on where someone lives. More importantly, vote by mail is the least secure way to vote!
