That's not sure. There were state legislators who were disputing the tabulations.
I do not dispute that a State Legislature, in session and under its own rules, can dispute, contest, withdraw, or appoint alternative Electors.
A "few legislators", marching around outside their Capitol, not in session and not operating under rules, cannot do any of those things.
In the case of Pennsylvania, the Republican Legislature SPECIFICALLY ADJOURNED so they would not have to consider objections of this nature.
