From Article 1 Section 2: “Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall bedetermined by adding to the whole Number of free Persons”. The fact that the slaves, certainly not citizens, were to be counted (as 3/5) shows that citizenship was not an issue. Just people.

States with ‘newcomers’ will see their populations and number of Representatives and Electors grow. Is it what the Founders intended? I doubt it. They certainly were comfortable with immigration but perhaps wouldn’t be with what is happening now.
