Luck has little to do with it.

He lives in Arkansas. He probably has an understanding of Arkansas law.

Great Britain and Australia deviated from the United States on weapons law 100 years ago.

The United States preserved the right to arms with the Second Amendment, numerous state constitutions, and the right to self defense.

Great Britain and Australia destroyed the right to arms in their law, starting about 1920.

California is an intermediate case. They preserved the right to self defense on your own property and in your home, but did not want to extend the right to arms to Chinese immigrants or Mexican-Americans, or Indians, so they did not include a right to arms in their state constitution.

Second Amendment, numerous state constitutions

Yes, but Hawaii is ‘blessed’ with a Supreme Court which chooses to read the 2nd Amendment ‘differently’ and conclude there is no right to keep and bear arms.
