So the average New Yorker can expect at some point to be confronted with a bureaucrat who has no knowledge of civics, US history, what his job is, and does not speak English. A government employed invader will not be able to help the hapless New Yorker, who will suffer because no one can help.
These invaders will just show up or not (as they likely cannot be fired), collect a paycheck, and continue living a cushy life. The American Dream ...?
