The current state employees who will miss out on promotions or lateral moves will place CSEA and PEF into “difficult positions...” Since NY is a closed shop, all of these “employees” will become paying union members...They are salivating about the prospect while current state employees will be royally PO’ed. This will not be pretty.

NOPE. The U.S. Supreme Court ruled that compulsory union membership is illegal for public service. No one who works for the Government can be required to join the union.
