Anecdotal evidence, from what I have observed, is that blacks seem more receptive to the environmental factors around them than whites or Asians. So, in inner cities, because the environment is so bad, they are especially affected by what is happening around them.
I have family who spent time in rural Africa. The kids there would walk 5 miles to get to the school. The school had few books and no electricity or plumbing. But they learned to read and write and do math BECAUSE THEY WANTED TO.
Racism was 100 times worse in the 1940s but blacks had families back then.
