"International law prohibits attacks on civilians." I guarantee you that if America was facing defeat in a major war that attacks on civilians would happen just like they did in WW 2. It's a rule designed by countries that think they're on top of the heap and that they will never again fight for their lives. The issue is NATO's ability to attack Russian military bases there, as well as other infrastructure such as petroleum and gas terminals.
