"What country was it that took the gangs on and cleared them out? Haiti?" Rodrigo Duterte was president of the Philippines for a while and he was very hard on the drug dealers. I believe He had the locals running vigilante campaigns and they were killing dealers in the streets.. Not a bad idea in my opinion.
