It was a natural place to talk to people crossing the Finnish-Soviet border.
Case in point, Anatoly Golitsyn, KGB defector (look him up), passed the lines via Helsinki, 1961. Along with his family.

OBVIOUSLY if they did have bases, it didn’t bother the Soviets much, as they had EXCELLENT relations with Finland, since Finland maintained its neutrality.
