You make a fair point in that many 911 calls are just for civil complaints. But the Pittsburgh police are saying they will not respond to actual crimes.
Suppose a burglar alarm goes off. In the old days, a squad car would respond. Now just some guy on the phone takes your info, and files it away. So what is the priority owner supposed to do? Let his place be ransacked? Grab a gun and investigate himself?
I don’t know how much of this mess I’d actually blame on police officials. Their funding is being cut even as less people want to become cops.

True that. But many of them are Blue Dog Democrats. They put the flag out on holidays and believe in hard work. And they are proud of their grandparents who worked in the steel mills.
The fatal flaw in their thinking is that they still believe the Democrat Party is the party of Truman and JFK. So if a candidate has a D after his or her name, that candidate is a cinch to win in the general election.
They think they’re voting for another JFK. They are getting another Bernie Sanders.
