Doubt it very much. The Chinese DO infiltrate agents and the like, but this is a very poor way to do it.

The Chinese have, for this sort of limited purpose, unlimited funds and the backing of a superpower. They don’t have to sneak in commando teams over the Mexican border, like would-be guerillas. If they want to do real damage, they already have lots of people in the US, with work, study or immigrant visas. And these have influential positions.

What these “teams” sound like are members of Chinese organized crime.

Those “teams” are the Chinese government.

These criminal networks provide a variety of services to the Chinese government, the Chinese Communist Party (CCP), and Chinese legal enterprises. They help build networks of corruption and influence among foreign politicians and businesses.

The Chinese don’t want to kill Americans. They want to enslave Americans to work for them. Why buy the cow when you can get the milk for free? Less headache, responsibility, and labor costs.

I’m sure all that’s true, but...

It’s true, also, that importing military aged men trained in military operational leadership & on-the-ground command and control and honed in the specifics of various distuptive techniques - all geared for a specific timing - would make the harnessing of all that you describe an order of magnitude more effective.
