Those areas are largely defended by native local troops, who rose up against the murder of thousands of their neighbors by Ukrainian neo-Nazi forces. If the Ukrainians took that territory back, THEN it would be occupied by a foreign military.

The situtaion in Ukraine now and the U.S. in 1864 are not the same.
Most of the war was taken into the Confederate states, not the oher way around, so there was no occupation of the states that did not secede from the Union, and the election of 1864 did not include the Confederate states.
If a large part of northern states had been occupied by the Confederate armies, Lincoln and Congress may have put off the election for awhile. They didn’t because non of their states were occupied by the enemy.
