As a public official, she should have accepted no gifts from another person, whether she later reimbursed him or not. And if she did reimburse him, she should have been smart enough to have receipts to prove it. She obviously wasn’t concerned with anyone finding out. The fact is, that she was perfectly capable of booking, her own flights and cruises in her own name, and paying for them herself, whether she was traveling with him or not.

Yep. This is basic stuff, even for ordinary corporate interaction with someone from a vendor - much less government requirements.
