Slight correction - too sleepy 😫😫😫💤💤💤 and in a hurry.
It seems very ‘1984’ / Fahrenheit 451 to me too (this story).
Been too long since I saw it but did Fahrenheit 451 have British police officers doing a chase? (The chase was terminated because it was too expensive)
Whatever it was I saw it on TV like 40-50 years ago so I don’t remember it very well.

As I recall the book, in Fahrenheit 451 the chase was being televised (much like modern freeway chases). But it took too long to catch the criminal, which meant viewers might start to tune out. So the police caught some random homeless man, claiming he was the criminal, so that the show could end on time.
