Plus, it makes them all look bad.
They know that anyone who meets them or sees them will presume they are illegal.
I sure would not want that done to me if I went to the trouble of doing it legally.

Let’s be honest, there was a time when most full-time carnival workers were thought of as lazy, sleazy grifters - carnies were “bad” people.
There may have been a few “salt of the earth” workers in that group (think of Navin Johnson (Steve Martin) in The Jerk), but as a general rule, the public still thought of all carnies as BAD PEOPLE.
