Look at it like this. If you do not pay you loose everything and the cost of that lose is far more that what you need to pay. You will pay.
This is Mafia 101 but oddly applied for good.
PS. New York was much safer when the Mafia ran it and they are not the good guys, but the bad guys were far worse. The bad guys now run New York.
