That role is a third-pass role that only happens after the VP invokes the 25th amendment, the President declares himself competent, and then the VP invokes the 25th amendment again.

Sure, the Congress has a role as the backstop of last resort, but a lot of other things have to happen before it gets to that point.

I agree Congress can’t initiate the activation of the 25th Amendment, but they sure as Hell have a key role to play, including using hearings and the bully pulpit to get the Administration to act.

Congress represents the American people.
