Excellent point. There is no logical, ethical reason to allow extraneous funding for items outside the scope of the original bill.

Every funding bill should be voted on individually. Only amendments that impact the level of funding should be allowed. All other issues should be addressed in a new, stand alone bill.

I think the Constitution would smile on stand-alone bills.

And what’s with a revenue bill originating in the Senate? I think the Constitution frowns on that.
