20 years these cars have been on the road and they’re just figuring this out?

No... the notice I saw said that this was a follow up to an earlier recall (one that likely happened 8 or 10 years). I guess this can be called a recall but it seems that is more a reminder than anything else. What I saw was a statement that the original recall replaced the airbag part on X number of vehicles but what they are doing is going to go after the residual that did not respond to the original recall.

That was my guess, but it's difficult to tell that from the Toyota press release (above), not to mention the Reuter's translation.

Some of the cars probably haven't had the work done because they have been junked and recycled.
