So, this Homey, who can’t legally own a gun, can’t sell a stolen gun to that Homey, who can’t legally own a gun, without a back ground check?

Well, first you will be required to register your firearms. Then the transfers can be traced. If you are caught with an unregistered firearm, it will be jail time.

Here’s the rub, if it is illegal to have an unregistered firearm after a certain date, then possessing it or registering it would be a violation of your 5th Amendment right prohibiting self-incrimination.

Supposedly in Germany, in order to turn in a gun, they towed it down the street on a string.

So they were not in possession of a gun.
