Most liberals interpret the Supremacy Clause as giving the Federal government the supreme legislative authority. My understanding of the Supremacy Clause is that the Federal government is only supreme in its use of the 18 reserved powers of the federal government. All other powers on the books and in conception is where the state is supreme.
Liberals think that the Fed Gov't is our supreme overlord. If they only had a brain....
