It’s about time! But I see two problems. First, getting it passed with the makeup of Congress. Second, it will depend on how SCOTUS defines “counting the whole number of persons in each State” from the 14th Amendment, Section 2. I think the only way to accomplish the objective is by Amendment and the states losing voters, e.g. Cali, would not ratify.

As the 14th Amendment is written, they must be counted, but not considered for apportionment. People keep citing the 14th, and stop their reading and quotations before they get to the end of the section.
