And isn’t Cape Horn one of the most dangerous bodies of water, in the world, at certain times during the year?

Why ship cargo to/from the East Coast (incl. Georgia) from/to anywhere else via Cape Horn when the Panama Canal is still in operation?

Couple of reasons:

The CCP has control over it. I’m sure we can agree that that isn’t good.

Lets say that California got 40% of the shipping traffic coming into the country. There’s no way that the Panama Canal would be able to deal with that increase in traffic in an efficient manner. It would be overwhelmed with ships just sitting at anchor, like they were during covid, waiting to be told when to enter. With the CCP controlling all of it.
