Trump is kinda still running for re-election as an incumbent POTUS, since there hasn’t been a legitimate POTUS for the last three years since his first term ended.

Which explains why he can dominate the Republican field even without participating in debates: Republican voters already made their choice four years ago - Trump has been the nominee all along, and these primaries and debates are a joke.
