Yes he does. Every single government program is running off of perpetual deficits which “flow” from fiat currency, fractional banking (Congress loweted it to 0% during the lockdown), petrodollar (That is getting nuked currently by Saudi Arabia and their gang), bond buying along with printing orgies courtesy of the tag team heroes called the F.R.T.D. (Federal Reserve/Treasury Department) and of course our paltry tax dollars (Why pay taxes anyway with this scheme, revolution calling).

I would say Bowman knows exactly how government finances work which is why he is stirring the pot. $34 trillion in debt, another $14 trillion spread out is nothing. Trump went $7 trillion from the States doing lock downs over a short period of time.
