Yes that is what I think he is referring to and he is correct. God put rulers in place to fulfill His purposes. We may not like it but that’s what the good book says. Biden has turned a lot of young people away from the dems...maybe that’s why.

In the United States the governing authorities, appointed by God, per the Preamble to the Constitution, are we the people. That is why the governing authorites have to face elections.
That’s why many conservative churches pray openly for Biden. A few will ask God to “save” Biden.
