Germany Italy etc can rid of half these barbaric hordes by paying them $50000 and a free boat ride home to the Congo. The other half will violently resist removal. They will sabotage and destroy any boat and airplane they are forced onto.
This is sci-fi territory. But I would put 10000 shackled barbarians on a robotic controlled boat. The boat is going in the general direction of Asia or Africa. If the barbs somehow hijack the ship then who cares, or you (Germans?) sink it by detonating pre-placed explosives.
