Natural gas power plants could have propane backup.

The major result of pipeline attacks would be increased CO2 emissions.

Nope. Not enough propane capacity. No way to transport it at scale. No way to store it at power plant sites at scale.

Gas turbines can burn it with minimal modification. But capacity constraints are huge.
