Unless you’re a sovereign citizen nutcase, my advice to anyone is to cooperate with any law enforcement officer who puts you under arrest. The police are neither lawyers or judges, and the arrest of a suspect doesn’t imply guilt or that a crime has been committed. But resisting arrest is against the law.
Does this decision apply throughout the United States?
Correct - comply with the officer, do not resist... let them do what they want short of killing you or yours... then own them and their whole department in court after with a lawyer.
