When you have custody a criminal alien you control when and where you release them. Since ICE won't pick them up just drop them off at the ICE office once a day.
Make sure the media is notified of the aliens' criminal records and the time and place of their release to ICE.
Video and pictures of dangerous criminal aliens being released on the street in front of an ICE office (and ICE refusing to take custody of them) will quickly become a major problem for state and local politicos. Its also really bad optics for the administration, DHS and ICE.
