Who, in a state swamped by Democratic mail-in vote majority, is going to check and effectively report on the election results?

In Delaware, Biden's home state, in the 2020 general election, the legitimate polling-place machine-counted walk-in majority federal offices were very closely contested, but the absentee (mail-in) votes were overwhelminhly Democratic, and in total numbers very far above those recorded than ever before.

Starting May 14th, 2019, Delaware will be voting on ExpressVote XL. The ExpressVote XL Universal Voting System both marks and tabulates votes in one full-face voting unit. It includes a voter-verifiable paper record that is digitally scanned for tabulation on the ExpressVote XL itself.

And by this election won by Democrats in 2020 and thereafter, almost solely by "absentee" (= mail-in?) votes, not only the Federal offices, but also the state offices that were also on that ballot, were also influenced, detrimentally to any of the conservatively-minded voters. And as a result, policies decided by the state legislature were also suddenly leftward-shifted, including radical changes to Second Amendment matters that had previously been much less restrictful.
