If there is a known, and thus planned, event, it is by definition not a black swan.
A "Black Swan" event invariably turns out to be something that can be predicted (or even was predicted by some person on the fringe), but people refuse to look for it.
It depends on who you are. The October 7th attacks were known by Hamas, but nobody else expected anything on the size and scale of what Hamas planned.
More importantly, nobody, not even the Israelis themselves, knew the ferocity with which Israel reacted. The Israeli population collectively said "ENOUGH!" and the government had no choice but to go in heavy and hard to eliminate what they now see as an existential threat.
So this Black Swan was planned, but scale and scope, and the intense reaction make it a Black Swan.
