From your link, it was Secretary of the Army Ryan McCarthy who was the one withholding authorization of the National Guard, not Pelosi. They said they had two letters specifically saying who the chain of command was, and it appears it was all in the Executive Branch, which Trump controlled. On January 7th, Trump claims he is the one who called the National Guard too (I linked video above), so there is a lot of evidence that Nancy had nothing to do with whether they could report, or not.
