Silly, the protest was not limited to the Capitol grounds, and encompassed most of DC. Trump absolutely had the authority to call them out that day, in fact, Trump admits in his speech given on January 7th that HE was the one who quote “immediately called the National Guard” on January 6th, indicating that he had the authority to call them, all along, on the Capitol grounds no less.
