Republicans Fold on Border Measures with New Spending Deal

We need to wall off our money via income and property tax caps in the federal and state constitutions.

There should be:
a. basic budgeting bills by department,
b. ongoing project budgeting bills by department,
c. new project budgeting bills by department.

The basic budgeting bills would generally only change numerically. Every year they could easily be made ready to go, keeping the government running smoothly.

Congress can easily add money, but once allocated it is tough or impossible to claw back.
