Congress could have easily declared war on any one or all of the Califs involved by naming their City-States, they did not.
There was no international law at the time that addressed the Barbary Pirates.
Congress does not get to order warships around once delivered to the US Navy (Teddy Roosevelt proved this).
The US Navy and Marines did correctly follow the CIC's orders.

Then let the Panamanians, the Dutch, the Brits, the Liberians, and the Filipinos pony up a few warships and join the fun. Or they can blow the dust off their checkbooks and pay the United States Navy for time and materials.

They don’t have power near as great as the US. Only one who does is China, and they’re pretty evil. So here we are, the US choked by debt and inflation, the dollar dwindling from its former greatness, and the US is behind the 8 ball. You have my sympathies, because Israel does not have that kind of naval power, and neither does the UK anymore, so at best we can help and kill our local Houthi pirates. Face it. America is Spider Man, including the bad press from the J. Jonah Jamesons of the world. But here we are.
If it’s not a US Flagged ship,then it should get no protection.
And US flagging should be long term; no raising the US flag when going into risky areas, and then tossing it aside afterwards.
I'm also fine with import duties to fund US Naval anti piracy operations, that's fair.

A not untenable position. However, what to do if US citizens become involved as crew or passengers on other shipping under such rules should be thought out and specified up front. Let both the citizens and the bad guys know their risks up front.
However, whether the infrastructure required to maintain Jone’s act shipping is enough to support our overall maritime and naval interests is questionable. Adjusting US tax, regulatory and union laws enough to grow that is desirable. Parallel changes on many other fronts can also help regrow American supply chains. Which doesn’t mean to produce all we consume here, merely enough so short term foreign supply interruptions can’t threaten us. If we produce all we consume than with what can foreigners pay us for or surplus production of food, etc. Trade, at least up to some point is a plus and must flow in both directions to work. Now for little players, say Monaco, self sufficiency is impossible and you must roll with the big players. We’re a big enough player that self sufficient, at least enough to survive in a pinch, in a reasonable goal.
Arguments that we’re broke and should retreat to our borders are tempting but unwise. By all means reestablish that we have borders and maintain them. But if we cut all the way back then we lose the profits from what trade had been profitable (eg selling surplus Iowa food) to help pay down those debts. We need to be selective. We’re broke, but not dead. I bet many Freepers, if made Tyrant, could find enough spending cuts to pay off that $34T over 10-20 years with current revenues. But, as Freepers, we know there are better ways than tyranny. To stay alive we need to continue some activities even if they aren’t cost effective in the short term. Disney’s Marvel may be woke fools, but Lee’s old invocation “With great power comes great responsibility“ remains wise. If we want to be and ideally stay “a” and ideally “the” big player worldwide some responsibility beyond our borders is needed. If we decline that position we are granting some successor biggest player the right to push us around. Ukraine first spending priorities are bad choices, but so would be pulling all the way back to pre-WWII isolationism. History teaches Hitler could have been stopped earlier in the 30s at a much lower price than was eventually paid. To deny that is to be as dumb as Disney, in the reverse direction. Parallels between Putin now and Hitler then are neither perfect not non-existent. It would have been better to have retrained the Russian Bear during the Bush-Clinton-Bush-Obama years but they blew that. We need to find a better, middle, way to eventually reach that goal. I don’t claim to know it, but know I’m hearing a lot for two bad extremes.

The modern Biden/Swamp US Navy may be currently much less effective, however with a resumed Trump Presidency, it can be as Grand and as American as it's past.
I am no longer sure that we are a free and sovereign nation. It appears to me, that we have become over the last thirty years, the enforcement arm of the WEF hegemony. With that in mind, it makes sense that we are by far more concerned about foreign shipping and borders than our own.
