The founders of these United States of America DID establish a clear and transparent full Constitution. I'm sure you've read it. It has not prevented judicial chicanery; nor has it prevented the formation of an unconstitutional 'administrative state'.

Constitutions need an enforcement mechanism that is more practical than the Second Amendment.
