Although in all fairness to Putin, he did call the invasion of Ukraine a "special military operation" rather than a "war", which is why he deployed relatively few Russian troops at the outset. He received bad intelligence and thought the Ukrainian people would welcome him, not too different than W's people feeding him bad info about Iraq. Whether his intelligence agencies fed him misinformation because they want him out or just because they're too afraid to tell him anything he doesn't want to hear is anyone's guess.
