Not if you pick approved targets. Those would be persons in disfavor with the current rulers.

Nothing will happen to the perpetrators, because the government will make no real effort to find them. That is why this keeps happening.

On the other hand, somebody who swats a high-level Democrat or other unapproved target will get rolled up in a week and will get a long prison sentence.
