The Government of Russia does not fully meet the minimum standards for the elimination of trafficking and is not making significant efforts to do so...... “even considering the impact of the COVID-19 pandemic, if any, on its anti-trafficking capacity; therefore Russia remained on Tier 3.”
In 2009 both Ukraine and Russia were tier 2 countries.
By 2013 Russia had regressed down into being a tier 3 country in human trafficking.
The same regression took place with Russia and corruption, from about 2014 it started getting worse.

I quoted the same start of the sentence (in the case of Ukraine it was a single sentence) for each country.
You, on the other hand, cherry pick sections of both reports.

The false narrative that Russia’s enemies are our allies has driven us into another pointless war aligned with the despicable Zalensky who would would kill his own grandmother for a few rounds of ammo and has funded the Biden Crime Family and the anti Trump movement.
For my part, I am perfectly fine with the Russian people and hope another one does not die through our support of Zalensky - and the same for the Ukrainians.
And, at the end of the day this war is none of our business.

As far as Russians dying, I think Russia is well aware that every time they set out to conquer their neighbors it will be bloody.
